Optimist Park is a 1960s and 70s ranch neighborhood built the way most of Tempe was — slab-on-grade, with the water lines run inside or under the concrete. Half a century on, those in-slab lines corrode and crack, and a slab leak can push water sideways through the slab and into the base of a block wall within hours.
